International Organization for Migration (IOM) is looking for a
Agriculture/ Livestock Project Evaluator according to the terms of

Position Title : Agriculture/ Livestock Project Evaluator

Darussalam, Indonesia

Starting Date : 10 August 2008
The USAID-funded Support for Conflict-Affected Communities Project
(2006-2009) is currently providing livelihoods assistance to
vulnerable persons (organized into self-supporting structures,
facilitated by local civil society organizations) engaged in
agriculture, livestock, and fisheries income-generating activities.
A special segment of the livelihoods intervention is found in
Community-Appropria te Technologies, which imports current best-
practices technologies using community-available resources across
all three sectors
General Functions:
Under the guidance and supervision of the Project Manager, Support
for Conflict-Affected Communities Project (SCACP) and the overall
supervision of the Program Coordinator, Post Conflict &
Reintegration Program, the incumbent will provide program support
duties to the SCACP. In particular, s/he will:
1. Undertake an evaluation (16-day project evaluation, 10-day
report preparation, and 4-day socialization of findings) specific to
agriculture, fisheries and livestock economic activities currently
undertaken by IOM staff, IOM local partner facilitators, and self-
help group members. This evaluation shall include but is not limited
to the following:
a. Agriculture:
i. An analysis of current agricultural self-help groups,
specific to crop: chilly, rice, cocoa, soybean; potato; broccoli;
radish; melon; onion; tomato; peanut; corn; etc. The analysis will
document current practices and will make recommendations of best
practices in regard to crops raised at present, and better crops
that can be raised in the future; recommendations regarding
irrigation and overall water usage; crop recommendations based on
soil PH etc; production recommendations based on demand and market
deficit; recommendations related to rotation cycles; recommendations
related to organic fertilizer and pesticide usage; recommendations
of better seed usage and availability; environmentally friendly
practices; other best practices known by the evaluator; the
enhancement of `kitchen plots' engaging women; physical inputs
needed (tools/ seed/ etc); and so on.
ii. An analysis of agricultural activities to be undertaken by
IOM clients from the Information, Counseling, and Referral Service
(ICRS).
2. Undertake an analysis of strengths, weaknesses, and
opportunities for training/ improvement, of the following:
a. SCACP livelihoods staff engaged in the activities analyzed.
The evaluator will make recommendations in regard to trainings
needed by IOM staff and other capacity-building activities that may
be undertaken over the coming year.
b. SCACP local partner staff engaged in the activities
analyzed. The evaluator will make recommendations in regard to
trainings etc needed by the local partner and other capacity-
building activities that may be undertaken over the coming year.
c. SCACP self-help groups engaged in the activities analyzed.
The evaluator will make recommendations in regard to trainings etc
needed by the local partner and other capacity-building activities
that may be undertaken over the coming year.
d. The evaluator will also make, if needed, recommendations on
monitoring schedules.
e. The evaluator will also make recommendations on necessary
trainings and other capacity-building exercises for local department
of agriculture extension agents and other staff.
3. Provide lists of district-level, provincial-level, regional-
level, and national –level training organizations fit to undertaken
recommended and other trainings as noted by the evaluator.
4. This evaluation will result in the following:
a. A written report of a minimum of 50 narrative pages.
b. A powerpoint presentation.
c. A physical presentation in two locations.
5. The written report will contain sections on the above-
outlined areas, and will focus upon current practices and best
practices; current strengths and room for improvement for SHGs,
local partner members, and IOM local staff; it will also contain
capacity-building and training recommendations.
a. The report will not be finalized until its content is
approved by the project manager;
b. The report will become the intellectual property of IOM PCRP;
c. The report will be delivered in Microsoft word format of a
reasonable `soft-copy' size (under 2 MB unzipped).
6. The written report will be summarized through the powerpoint
presentation and shall be presented by the evaluator at the Kutacane
and the Takengon field offices, for IOM local staff, local partner
staff, and key self-help group members. The presentation shall be a
minimum of 6 hours in length per office. Please note that the
socialization will occur after the end of Ramadan.
7. Perform other duties and responsibilities as agreed upon by
the evaluator and the Project Manager.
Desirable Qualifications
Agronomist with 5-10 year's direct field experience in an INGO/
multilateral environment. Holds S1 degree in agriculture, rural
development, and/ or a related field. MA preferred. Strong knowledge
of Indonesian and SE-Asian civil society and development
organizations engaged in agriculture, especially in relation to
training. Experience in participatory programming, community
facilitation and broader livelihood programming. knowledge, skills
and ability to extract, interpret, analyze and process quantitative
data. Experience in Aceh (especially Aceh Tengah, Bener Meriah, Gayo
Lues, and/or Aceh Tenggara) an asset.
Fluency in Bahasa Indonesia and English (spoken and written)
required. Fluency in local dialects is an advantage.
