*INTRODUCTION*

United Nations Development Programme (UNDP) aims to synchronize government
priorities with the citizens' immediate expectations to further develop and
entrench democratic values in society - for the consolidation of a truly
democratic political system. Through its Governance Reform and DPRD
Empowerment (GRADE) Project in partnership with the Directorate General of
the Regional Autonomy of the Ministry of Home Affairs, UNDP is facilitating
efforts to strengthen the capacity of the local parliamentarians (DPRD) and
to enhance the accountability and functioning of the DPRD in implementing
core functions i.e. of legislative, budgetary and oversight for Sulawesi
provinces, districts, and municipalities DPRDs.

The decentralization and autonomy given to the propinsi, kabupaten, and kota
to manage their own finances; the management of state finances that was
previously centralized in the capital city has now been distributed widely
to the propinsi, kabupaten, and kota across our country. As the
consequences, Local government agency is now required to prepare financial
statements as a reflection of accountability of local financial management.
In accordance with the Constitution of Indonesian Republic Year 1945, BPK
has the obligation and mandate to audit these statements. As an object of
BPK audits, Local government has an obligation to take measures for follow
up action on BPK Audit results.

The regional house of representative (DPRD) as element of local governance
has an important role to oversight the implementation of such follow up
action. As stated in Law No 15, 2004 the role to oversight implementation of
follow up action on BPK audit results is fully responsibility of the DPRD.
Law 15, 2004 stipulated that before head of region (governor or
Major/Regent) submit their accountability report to DPRD, the financial
report is prior to BPK audits then BPK will submit their audit result to
DPRD. Success in implementing the responsibilities of local parliaments such
oversight function very much depends on their capacity and capability in
undertaking their responsibilities. The capacity of DPRD members supervise
implementation of measures taken by the executive as the follow up action on
BPK audits results is a critical factor in making local government
accountable to the people. In practice most DPRD in Indonesia have not taken
their role to oversight the follow up action on BPK audit results. There has
been insufficient know-how of local parliamentarians on how to
conductfollow up action on BPK Audit findings.

GRADE Project has recently received a request from the Provincial DPRD of
Gorontalo to support their oversight performance, particularly follow up
action on BPK audits results. Based on these needs, GRADE Project will
provide technical facilitation for Provincial DPRD of Gorontalo capacity
strengthening to undertake on BPK Audit findings.This pilot work is
providing on-site technical facilitation that will allow better
understanding of local parliamentarians on the importance of follow up
action on BPK Audit results in the framework of DPRD oversight capacity
strengthening.

*OBJECTIVES *

In general the objective of the this on-site technical facilitation is to
improve the capacity of local parliamentarians to undertake effective
measures to oversight the implementation follow up action on BPK audit
results. These technical facilitation aims:

1. To assess needs for DPRD capacity strengthening in relation to the
follow up action plan on the BPK audits results.

2. To design materials for DPRD capacity strengthening in order to
provide proper understanding and implementation of activities that are
related to the follow up action plan of BPK audits results on the local
government financial management.

3. To have effective deliberation on the designed materials and achieve
agreement between legislative and executive on the agenda for follow up
action plan of BPK audits results on the local government financial
management.

4. To provide on-site DPRD technical facilitation for the discussions of
BPK audits results report.

5. Prepare report on on-site DPRD technical facilitation for follow up
action plan of BPK audits results

1. Gathering data and information in Gorontalo Province that are related
to the BPK audits report.

2. Developing material/guidance for Gorontalo DPRD capacity enhancement
on follow up action plan of BPK audits results.

3. Conducting workshop to have inputs on the developed material for
Gorontalo DPRD capacity enhancement on follow up action plan of BPK audits
results.

4. Providing onsite technical facilitation for DPRD Gorontalo to perform
oversight on implementation of BPK audit follow-up activities

5. Reporting on the technical facilitation activities.

* THE REQUIRED EXPERTS *

This DPRD oversight facilitation required 2 experts as follows:

1) *Local Government experts;*

a. Master's Degree or equivalent (S2) in Public Administration,
Economics, Political Sciences, Social Sciences or related field.

b. Five (five) years of relevant experience at the national level in
relevant areas such as monitoring and evaluation, and public audit.

c. Prior to technical facilitation experiences particularly on
assistances or empowerment of DPRD.

d. Having experience in designing and developing capacity enhancement
material for DPRD.

e. Demonstrated knowledge and experience in working on the relevant
thematic area.

f. Experience in working with government agencies (central and local),
civil society organizations and international organizations are an asset.

g. Experience in the usage of computers and office software packages.

h. Fluency in written and spoken English and Indonesian.

2) Local Public Finance Management expert*;*

a). Master's Degree or equivalent (S2) in Economics, Social Sciences or
related field.

b). Minimum 5 (five) years of relevant experience at the national level in
the areas of Development Planning, Budgeting as well as financial
management.

c). Prior to technical facilitation experiences, particularly on public
financial audits

d). Having experience in designing and developing material for DPRD
capacity building.

e). Demonstrated knowledge and experience in working on the relevant
thematic area.

f). Experience in working with government agencies (central and local),
civil society organizations and international organizations is an asset.

g). Experience in the usage of computers and office software packages.

h). Fluency in written and spoken English and Indonesian.
