Vacancy at American Red Cross, Sr. ME/R Officer



 
The American Red Cross helps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and works closely with Palang Merah Indonesia (PMI).
 
Currently the American Red Cross has programs in Aceh, Central Java and West Sumatra, with new programming planned for JABODETABEK, West Java and central Java. The American Red Cross American Red Cross Program   works with the Indonesia Red Cross (PMI) focuses on four main program areas: Disaster Management, Health Organizational Development and Water & Sanitation.
 
Therefore, the American Red Cross is currently seeking the qualified candidate to fill below position and be the IRP Program team:
 
SENIOR MONITORING, EVALUATION & REPORTING (Sr. ME/R) OFFICER
 
 
The position is based in Jakarta. This position offers a competitive compensation package with 12 months contract (extendable) and opportunity to grow professionally.
 
 
Standard Function Description
 
The Sr. ME/R Officer will be specifically responsible for developing the monitoring and evaluation strategies and providing technical assistance in the development and implementation of monitoring and evaluation systems for ARC projects in Indonesia. The Sr. ME/R Officer must be able to work collaboratively with the entire team to support project related functions and to ensure that monitoring and evaluation permeates all projects related work. The Sr. ME/R Officer responsible to develop capacity among partners (PMI) in program monitoring and evaluation management, and promotes networking with program stakeholders. The Sr. ME/R Officer also responsible for developing M&E plans, developing M&E tools, M&E implementation and preparation of reports.
 
Duties and Responsibilities:
 
a.    Establish and implement a comprehensive organizational M&E and knowledge management system to enhance impact monitoring, quality control and evaluation in order to improve internal processes and results delivery.
b.    Support projects in developing monitoring and data collection plans and methodologies, including appropriate tools, and oversee quality implementation of ME/R activities to meet ARC standards.
c.    Support projects in designing and conducting baseline surveys, mid-term evaluations, specialized studies and final evaluations to include sampling methodologies, data collection instruments, analysis and report developments.
d.    Provide support for annual reviews and reflections with implementing staff (project staff), PMI and beneficiaries and analyze data trends towards objectives achievement.
e.    Support development of project management information system (MIS), harnessing new information technology for the compilation, analysis, storage, and retrieval of data and knowledge for project developments.
f.     Develop and document such as project logical framework and ME Plan identified at strategy development stage in an M&E system, with all sub-systems (planning, monitoring and evaluation) and well defined performance indicators.
g.    Ensure project designs to ensure rigorous logic between activities, outputs, results and indicators, i.e. to ensure that all projects are based on logical and sound log frames.
h.    Establish systems and standards for regular assessment, monitoring and evaluation of the program against its objectives and expected outputs.
i.      Assist the ME/R Health Manager in establishing technical reporting forms and data flow mechanisms. This will include quarterly, semi-annual, progress and end-of-project report data collected from partners.
j.     Designing tools for each level of intervention with a view of capturing all relevant information necessary for tracking program indicators.
k.    Collaboration with program managers/senior program officer, lead in the planning and monitoring of all M&E related expenditures and help prepare monthly spending forecasts.
l.      Contribute to capacity building of implementing partners for monitoring and evaluation according to the principles of result-based management.
m.  Contribute to the sharing of guidelines, best practices and lessons learned in planning, monitoring and evaluation.
 
Qualifications:
 
a.    Minimum S1 degree in related field
b.      Experience in planning, monitoring and evaluation in development organizations, at least working in beneficiaries centered project designs and implementation including
working with beneficiaries and managing field/project staff.
c.     Experience in M&E methods and approaches (including quantitative, qualitative and participatory work with beneficiaries).
d.    Strong working knowledge of issues related to development and humanitarian programming.
e.    Substantial experience (minimum 3 years) and knowledge of monitoring and evaluation processes for NGO programs
f.     Strong analytical and conceptual skills to think and plan strategically and the ability to translate this into practical and feasible operational program planning both in written and verbal formats.
g.    Demonstrated skills in training and M&E capacity development of staff (preferably).
h.    Knowledge of Project Cycle Management (not only theoretically, but also experienced in the reality).
i.      Problem-solving skills, Result oriented, Sensitivity to gender issues.
j.     Computer proficiency including general office software applications (i.e. MS Office, preferable advance in Excel) and deep knowledge of and practice in statistical and data management packages (SPSS)
k.       Excellent English in written and oral.
