In addition to great communication and analytical skills, the consultant should have the following skills: Java, J2EE fundamentals, JSF, XML Parsers (such as DOM, SAX, JAXP), J2EE design patterns, Struts, Web Services, Rules Engine, Hibernate, DB2, Oracle, SQL statements, AJAX, JavaScript, JSP's, JSTL and tag libraries.
